Neither does social media: an algorithm decides who sees each post. In many countries, formal administrative notifications are delivered through an official e-government portal, not through a regular email. Article 41.6 of Law 39\/2015 requires the administration to send that notice to the email address or device the person has provided. It reminds people of deadlines and reduces the number of notifications that expire unopened.
